At Dutch Drone Centre Aviolanda we support our clients with consulting services such as:
Risk analysis with SORA
The NAA related to our test range locations require that our Test, Experiment and Demonstration (TED) operations are within the our TED permit. Sometimes we have clients who want to conduct test operations with extended requirements. We will then work with our clients and NAA to apply for extension of the TED permit. This means an extensive risk analysis and update of the SORA with possible additional mitigation measures.
Application for extension can last between 6 weeks up to 6-9 months also depending on NAA’s resourcing capacity.
Support for operations
Depending of the requirements for the TED operation, there will be the need to implement specific mitigation measures. BVLOS flights in the controlled airspace require carrying an Mode S+ADS-B transponder. Or when there is ground and/or air risk involved, then the implementation of an FTS and parachute system (ref EASA regulation) will be required. DDC Aviolanda has engineers and systems available to help the clients to integrate these systems.
Support in drafting manuals
In order to conduct TED flights, the UAS shall be documented. The UAS manual shall include UAS characteristics, normal procedures, abnormal procedures, Emergency procedures, checklists, training manual, et cetera. . DDC Aviolanda has consultants available to help the clients to draft operations manuals for flight crew and UAS.
Technical Assessment
At Dutch Drone Centre Aviolanda we have different categories of functional testing.
The categories we are using have an decreasing risk profile, where experimental flight test have the highest risks and maintenance test flights have the lowest risk. Categories 1 to 3 ( TRL 1-6) are coupled to different stadia of the development and production process of the software or hardware components, Category 4 (TRL- 7-8) is the used for testing UAS in production and Category 5 (TRL 9) is used for UAS that are returned from users for maintenance purposes.
- Category 1 Flight Test (Experimental flight test)
- Category 2 Flight Test (Engineering Flight Test)
- Category 3 Flight Test (Avionics/Systems Flight Test)
- Category 4 Flight Test (Production Flight Test)
- Category 5 Flight test (Maintenance Test Flight / Functional Check Flight)
For Category 1-3 we will conduct a Technical Assessment following the MoC Light-UAS.2510 of which the outcome will be an Design and Installation Appraisal (DIA). The client will have an active role in filling in the DIA template.
Flight Preparation
Before each flight the flight operation will be planned and will consist of several stages.
First a test plan need to be drafted which includes:
- Flight crew composition with roles and responsibilities
- Operational plan with all details of the (test) flight
- Risk analysis of the flight and mitigation measures
- Manuals and checklists of the UAS

When required review and safety assessment with the Airbase safety team.
